OBSERVATIONS : Constitution—There was no increase in the number of District Boards in the State, and the 40 District Boards, one in each District of the State excepting Rampur and Tehri-Garhwal, and the Sub-District Board, Bhadohi in district Banaras, functioned as in the previous year. The District Board, Mirzapur, which was superseded during the year 1952-53, remained under supersession. 2. The districts of Rarnjinr and Tehri-Garhwal, which were created upon the merger of the erstwhile States, remained without a Board, but the Local Self- Qovernraent activities were carried out in those dis- tefcts through District Planning CommitteeB, which were sanctioned the followiiip: grants by G ov&rnmenfc for the purpose : Orantg sanctioned during 1953-54 1952-53 Rampur Tohri-Garhwal 1,15,000 1,25,000 1,00,000 1,00,000 3. The difference of Rs.l 0,000 in the figures relating to Rampur for the years 1952-53 and 1953- 64 was due to the inclusion in the Local Self-Govern- ment Budget for 1952-.r>3 of a corresponding provision made in the Education budget in 1953-54 on account of primary schools. •i. The vacancies in the office of the President in the two Boards of Btah and Hamirpur remained unf Jled, because of a stay order passed by the High Court in respect of the vacancy in the District Board, Etah and for administrative reasons, in the District Board, Hamirpur. Due to the death of the President. District Board. Pilibhit, on October 14, 1953, and the resignation of the President, District Board, Bahraich, two other vacancies occurred during the year which were, filled through tiye-electdons—the senior Vice-Presidents having been elected in befe the eases —held on December 9 and 13, 1953, respectively. o. There were 51 casualties amongst members on aorount of death, lesignation and removal. 6. Meetings—In all 463 meetings were held by all the Boards, as against 476 during the previous year.
